After gaining registration, RTOs need to monitor several aspects including annual declarations, AVETMISS reporting, and marketing compliance, with validation being a major concern.
We have numerous articles on validation, but let's go back to the term itself. ASQA defines validation as a quality review of the assessment process.
In other words, validation identifies which elements of an RTO's assessment process are done right and which need improvement. A proper understanding of its key components makes the task less daunting.
As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
According to the standards, RTOs must conduct two types of validation.
The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.
The second validation ensures assessments are conducted according to the principles of assessment and rules of evidence.
Thus, we understand that validation is done before and after the assessment. This article highlights the first type: assessment tool validation.
Defining the Two Types of Assessment Validation

As discussed earlier and in our prior blogs, validation involves two parts: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.
Post-assessment validation, by contrast, focuses on implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.
This piece will highlight assessment tool validation.
Conducting Assessment Tool Validation
With a clear understanding of the two types of validation, let’s focus on assessment tool validation.
When is Assessment Tool Validation Conducted?
Assessment tool validation aims to verify that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.
Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.
You don’t have to wait for the next scheduled validation in your 5-year cycle. Validate new resources right away to ensure they are ready for students.
Nevertheless, this isn't the only occasion for this type of validation. Conduct assessment tool validation when you:
- resources are updated by you
- new training products get added on scope
- you review your course against training product updates
- when learning resources are identified as a risk during your risk assessment
The Australian Skills Quality Authority's risk-based regulatory approach means RTOs should conduct regular risk assessments. Complaints from students about learning resources are a prime opportunity for assessment tool validation.

Keep in mind, this validation ensures that all learning resources comply before use. All RTOs must validate resources for each unit.
What Do You Need for Assessment Tool Validation?
Learning Materials
For validating your assessment tools, you will need the full array of your learning resources:
Mapping tool – the initial document to investigate. It identifies which assessment items address unit requirements, helping speed up validation.
Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item exist. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – might include checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they fit the assessment task and address unit requirements.
Validation Team
Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.
As a group, your validation panel must possess:
Relevant vocational competencies and up-to-date industry skills for the unit being validated
Current knowledge and skills in vocational teaching and learning
Any of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or its equivalent
Validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool aids both the validation process and documentation. It simplifies seeing how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
It also acts as evidence that you have validated your resources prior to student use.
While ASQA does not have a recommended or required template for assessment tool validation, many templates are available online. These tools generally require validators to review the tools as a whole to see if they meet the principles of assessment.

While such templates facilitate validation, they often result in judgment errors because there’s insufficient space for comments on each assessment item.
It is highly advisable to use a more detailed template for evaluating each unit requirement and its corresponding assessment items. Below is an example:

Assessment Key Principles
Fairness – Are equal opportunities and access offered to everyone in the assessment process?
Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?
Validity – Does the assessment assess what it is intended to assess? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment yield the same results every time, no matter who conducts the training? Will different assessors make the same decision on skill competence?
Essential Rules of Evidence
Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to ensure the learner has the required skills and knowledge?
Authenticity – Does the assessment tool prove that the work is the candidate’s own?
Currency – Do the assessment tools align with current units of competency and up-to-date industry practices?
Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.
To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:
Act on Your Words
Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Perform each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
nappy change
bottle preparation, feeding infants from bottles, and cleaning equipment
prepare solid food and feed babies
respond suitably to infant signs and cues
prepare and settle babies for rest
monitor and promote age-appropriate physical exploration and gross motor skills
Getting students to describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Heed the Plurals!
Pay attention to the numbers. In our example on one of the unit website requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent
Pay attention to lists. As illustrated above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?
Be Clearer
Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What information might be included in a work package?
Possible answers could include:
Necessary resources
Associated expenses
Activity duration
Allocated duties and responsibilities
If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.
This is true for assessment items with double-barrelled questions or questions requiring more than one answer at the same time. These can confuse students and assessors, as shown in the sample question below:
Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.
Answers may include, but are not limited to:
Weather conditions – isolation of work area, engineering, PPE
Work area and ground conditions – elimination, isolating, engineering controls
People – isolating, use of engineering controls, administration
Structural hazards – substituting, isolation, engineering controls
Chemical hazards – isolation, engineering controls, administration
Equipment or machinery – isolation, engineering controls, administrative controls
Avoiding double-barrelled questions makes it easier for students to respond and for assessors to accurately judge student competence.
Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
